The man, 'A', who was on a guided tour in Kyoto, attempted to film under the skirts of two South Korean women on the same tour. His actions were witnessed by another tourist, who promptly informed the tour guide to call the police.

During interrogation, 'A' confessed to his actions, explaining that he was seeking a momentary thrill and curiosity satisfaction. This incident follows a similar case in January where a teenager from South Korea was arrested for sexually assaulting a Japanese high school student in Osaka, Japan while on a trip.
