Growing Support for Enhanced Statutory Rape Legislation Arises in Light of Kim Soo Hyun Scandal

A petition named the "Kim Soo Hyun Prevention Law," has been submitted to South Korea's National Assembly's online petition system, creating public discussion following actor Kim Soo Hyun's rumored involvement with a minor.

The petition, posted on March 31st KST, calls for adjustments to the current statutory rape law in South Korea. The main proposals are to extend the age of protection from 13-16 to 13-19 years and to increase the minimum penalties.

The petitioner mentioned the recent allegations concerning Kim Soo Hyun and the late actress Kim Sae Ron, highlighting the limitations of the current law in prosecuting cases like this. Therefore, the petitioner termed it the "Kim Soo Hyun Prevention Law."

The suggested amendments include raising the age range under statutory rape protection to 13-19 years and imposing harsher penalties, such as a minimum of two years for molestation and five years for rape, currently punishable by a fine or a minimum two-year sentence.

Presently, South Korea's statutory rape law is triggered when someone aged 19 or older engages in sexual activity with a minor aged 13-16, regardless of consent.

Since its initiation on March 31st, the petition has attracted over 3,000 signatures as of April 1st. If it reaches 50,000 signatures by April 30th, it will be formally evaluated by the relevant parliamentary committees.

On the same day the petition was shared, Kim Soo Hyun held a press conference where he vehemently denied both the alleged underage relationship and accusations of debt-related coercion directed at Kim Sae Ron.
