Prior to Trump's announcement, EU member states voted to impose retaliatory tariffs on $23 billion worth of goods in response to the U.S.'s steel and aluminum tariffs, which were deemed unjustified and harmful by the EU.
While maintaining a preference for negotiated solutions to trade disputes, the EU expressed its commitment to maintaining frictionless and mutually beneficial trade relationships.
